Correct path to legally owned Suppressor?

Can someone please describe the correct legal steps to purchasing/owing/using a suppressor(silencer)?

I have a vaque idea of the required ATF paperwork and $200tax.
Does a silencer require the "CLEO" sign off like a full-auto?
What is the rule(s) about "moving" as in taking the silencer out and shooting with it?

I tried plowing thru ATF's website but I couldn't find what I wanted.
Are there any websites that have info?

I was under the impression that you had to have a class 3 weapons license to legally own one, just like a full auto. But I've never researched it in depth either.
 
There are two main routes you can go.

Get CLEO signoff and get fingerprinted and then submit your paperwork.

Or, form a Trust or Corporation (trusts are much easier IMO) and then you can avoid CLEO and fingerprints. You'll put the Suppressor or other NFA item on the Form 4 and list the Trust as the registered owner. Also, it's been rumored Trusts get processed more quickly than individuals. However, I think that varies from location to location.

Regarding moving, most guys have always just told me keep a copy of your Form4 or other ATF paperwork with you when you head to the range. I'll post more detail later if you don't get more replies, I've got to jet and get to work though...
 
Depends on your state also. Some states don't allow them at all.

If you are good with your state laws, then you start on finding the LEO signoffs. Those are the hard parts, from there it's just a waiting game.

Under Federal law, there are no restrictions within the state of your residence. Wherever you go, be sure to have the original Form 4 with tax stamp on it ON YOUR PERSON with the supressor. I would also make multiple color photocopies of the Form 4 safely tucked away.

No restriction on interstate transfer - HOWEVER LIKE ANY FIREARM - do NOT take a suppressor into a state that forbids them (example: NY) UNLESS YOU ARE MAKING A CONTINUOUS JOURNEY THROUGH THAT UNFREE STATE.

A person who legally owns a machine gun or destructive device or short-barreled rifle and wishes to transport it to another state requires approval from ATFE. The form is ATF Form 5320.20.

You don't NEED ATFE approval to legally transport a suppressor interstate, but I always find it a good idea to get ATFE permission anyways to CYA just in case you run into an LEO who is not quite up on the law. ATFE WILL approve 5320.20's for suppressors.

If you feel the need to do this, ATFE will even expedite your request over the phone and via fax. Mail in your completed 5320.20, then contact your inspector by phone at ATFE NFA branch in West Virginia. They will need the s/n of your can to expedite your request.
