Does one need a license to manufacture gun magazines?

Let's say I wanted to get into the gun magazine business. Would I need some sort of a license?

I'm not making firearms or modifying or gunsmithing anything. Just make magazines and magazine parts (like magpul does).

Do I need a license from the ATF?

No Federal Firearms License is required but you would be required to register with the State Department.
You would have to pay ITAR fees each year. Currently $2,250yr.

Is that for all gun accessories? What if I only want to make the baseplate for the magazine? Would I need to register too?

ITAR is broad, complex, non-intuitive, and a serous matter. Anyone interested in starting a business that might possibly be affected by or subject to ITAR needs to get authoritative advice from a qualified lawyer.
