Dragunov rifle a quality long range tool?

I believe the rule on guns made in a prohibited country and then sold to a non prohibited country is that they must be in the non prohibited country for five years before they can be shipped to the US. Pretty much no one is going to buy up Russian or Chinese weapons and them hold them for five years hoping to import them to the US. By the time you could actually import them the laws might have changed.

It makes me wonder about Canada though. There must be a lot of Chinese M14's that have been in Canada for more than 5 years now.
