I'm not sure what the Colonel considers "high capacity" for the M16, but I would advise him to stay with the standard 20- and 30-round military versions. Yes, there are 40-round magazines available for the M16, and from what I have read they are not reliable. I would prefer to have 30 rounds that shoot over 40 rounds that want to stay in the box.
Besides, the magazines I had in Vietnam were 20-rounders. To me, 30 rounds is very high capacity.
