Help??? Forming 17 FB Brass

I am forming 17 FB brass from NEW 221 FB brass. However, after my process of forming the brass, the brass will not chamber in my rifle...I can chamber factory 17 FB ammo and 17 FB fired brass.

This is the process I am using to form the 17 FB brass:

I take 221 FB brass and lube with imperial lube

Run the brass through a Redding #1 17M4 Form Die

Then, run the brass into a Redding #2 17M4 Trim and Form Die

Finally, run the brass into a Redding 17 Fireball Full Length Sizer Die.

What am I missing?

Please HELP!
 
I don't load that one but I can think of a couple things. Maybe your neck diamater is too large - the neck wall thickness will be thicker when squished down to 17 caliber, this can cause dangerous pressures.you may need to turn the necks.
Try taking the decaping/expander rod out of the full length sizing die and run a case back through and see if it chambers, this will prove if the necks are the problem (too tight).
You should get a dial caliper and check the neck dia. of factory cases fired in your gun against your formed case necks.
Get some kind of layout dye and paint the cases and try to chamber them to see where they are tight.
