PM (or is it DA now?) should be required to get his MA Permit. He packs, you know he packs, so don't let him do it illegally - broken gun or not!
Tell him to further purchase a decent belt holster and secure box for the gun and you want to see receipts.
You could use it as a teachable moment. Let the staff know that you've addressed the issue of the unsecured firearm and that it should not happen again. Advise them of MA's strict firearms laws, including that a loaded gun must be about the person, not under the seat.
