Is this a new Ebay policy change?

This is the fourth whole BP firearm that I have seen listed on Ebay in the last few weeks. I have watched them to see if they get pulled and all have gone to completion and have sold. Previously I had seen some folks who would sell the barrel of a single shot or the cylinder of a revolver in one listing and the rest of the gun in another and get away with it but these are the first whole gun sales I have seen that were not pulled soon after launch. Did I miss the policy change announcement or have they just cut back on people checking for policy infringements???

Good morning,
I would bet a dollar that EBAYs robots see that Avenging Angel as 'Gun Parts' since it lacks a barrel by design. The ammo has missing components so the same may apply or it may be seen as an 'antique'. This will be interesting to follow and see what happens.
regards all!

Here is another seller:

And a complete kit:

I am pretty sure that ebay rules said that you can not sell the parts to build a completed gun (BP included!)
If they have changed the policy, Ebay has a much larger following than any of the dedicated gun auction sites and will be big competition for them. Sort of like the take over of online sales by Amazon.

Some of the ammo looks to be complete and if it is the seller risks violating USPS laws also.

Just declare ORM-D, at least it's assembled and not hazmat.

I would be interested in seeing eBay prohibit less. I've seen much more than just BP guns being sold on there recently...

At one time you could buy firearms on eBay. Probably up until around the year 2000. Not sure why it's eBay's role to regulate firearms or ammunition acquisitions when these can be purchased legally in this country elsewhere???

Go ahead and try to declare ORM-D at your local post office and tell us how that works out for you. :)

USPS does not ship ammunition. Period.

I reported the seller in the OP. He/she needs to be taken down now before they try and ship ammo through the post office for their own good.

Thanks Cooldill,

I applaud you in this matter, as it really is up to responsible folks to help out in such matters.
Anybody dumb enough to be selling live ammunition and publicly advertising their intent to ship in violation of
Federal law probably should not have had possession (if only for his/her own safety) of it in the first place.

I routinely see magazines of over 10 rounds on there.
Some sellers claim the mags are 10 rounders (when the photos clearly show they are not blocked), while
other sellers just advertise them as normal with no mention of capacity.

They could get dinged from ebay or arrested at the Post Office... trying to prevent the latter from happening to them. I've received ammunition from someone who sent it via the USPS one time and it puckered me good. Glad he wasn't caught, and I sure wasn't telling. Worst is he just shoved the boxes of ammo (7.62x39 Golden Tiger) in a Wal-Mart bag and some broke open and were rolling around in there quite obviously sounding like ammunition to a keen ear.

I think his $775.00 shipping would deter me.
Where dos it say USPS shipping?

Shipping:
$775.00 Standard Shipping | See details
Item location:
Beach Lake, Pennsylvania, United States

Ships to:
United States

The ad didn't, that I could see, however USPS priority seems to be the norm. Its far easier and, and in most cases less money than UPS or FEDEX.

While it only says "$775.00 Standard Shipping" in the body of the Auction, if you click on the "See details" link, it says "Standard Shipping (USPS First Class Package)." However that may be an artifact of Ebay.s "make it easy to sell stuff" set up with pre-worded things to click as one posts their auction.

Ebay stopped allowing firearms (including BP,) big mags, etc. soon after Meg Whitman took over as CEO in 1998 but has allowed the sale of parts and accessories. Since she is no longer CEO at Ebay (she took over at Hewlett Packard, ran for Gov. of Calif., ran Romney's Campaign etc.) but had remained on their Board of Directors. Maybe she has resigned from their board??? Their policy also had something to do with their connection to PayPal and its policy disallowing use for Firearms purchases.

From the Ebay Firearms Policy Page:

You cannot list:

  • Firearms regardless of their ability to fire, how old they are, or their status as collectibles, including flintlock and muzzleloader guns

  • Starter pistols or blank guns, regardless of their markings

  • Pin fire guns

  • Zip guns

  • Cannons

From the Ebay Ammunition Policy Page:

You cannot list:

  • Ammunition used in a firearm, including, but not limited to:
    • Live ammunition

    • Blank ammunition

    • Inert ammunition

    • Dummy ammunition

    • Complete paper cartridges
  • Components of ammunition:
    • Bullets

    • Cartridges

    • Casings

    • Shells

    • Hulls
  • Gunpowder

  • Primers

I see BP frames on Ebay all the time although I see one seller who calls them "cylinder holders."

From the Ebay Firearms Parts and Accessories Policy Page:

You cannot list:

  • Firearm frames, including grip frames, muzzleloader and black powder frames or receivers

  • Firearm kits used to create a firearm

  • Firearm receivers, including upper or lower, incomplete, "cut" or "80%" receivers

  • Flash suppressors

  • Any magazine sold in violation of state or local law. High capacity magazines that accept more than 10 rounds are not allowed. Please note that some states may have a lower capacity limit.

  • High capacity magazines modified to accept 10 rounds or less are also prohibited unless permanently modified by the manufacturer.

  • Magazine extenders

  • Sears

  • Silencers

  • Grenade launchers

  • Bump fire stocks

  • Parts or accessories for assault weapons. Listings that mention capability with an assault weapon, even if the part or accessory fits non-assault weapons, are also prohibited.

  • The following parts for semiautomatic pistols: barrel shroud, forward pistol grip and threaded barrel

  • Pistol conversion kits that make a pistol into a short-barreled rifle

  • Bayonets designed to fit an assault weapon

  • Blueprints, milling or forging specifications for assault weapons

  • Instructions or blueprints on how to convert a semi-automatic weapon to a fully automatic weapon

Maybe Ebay does not consider BP percussion guns as "guns", like the Federal law, which allows said pistols to be sent via USPS.

Does one necessarily have to use PayPal to purchase from Ebay?

I dunno.

Jim

Jim - Both Ebay and PayPal count BP guns as "Firearms" as do Illinois and several other states regardless of how the federal government defines that term.
If you buy a BP gun from a store in one of those states or ship one to one of those states, it must be through an FFL.

It is against USPS policy to ship ammunition, it is not illegal. You can't ship it by air and you have to declare it properly e.g., ORM-D. I've shipped ammo via UPS Ground many times, always clearly marked ORM-D. I drop it off at the local hub and have usually been asked "It's marked ORM-D, what's in it?" to which I reply "Ammunition" the response I receive "Thanks, have a great day"
There is no reason to assume the E-Bay seller can't handle the same.
I agree with the notion that the USPS info in the listing is most likely E-Bay auto fill data the seller missed.

no bayonet that fits a assault rifle, well a bayonet on any rifle sure as hell would make it a assault rifle to me. e-bay-paypal suck.

eastbank - Your point is well taken. All military rifles with bayonets were meant to ASSAULT the enemy! Seems an over reaction to single out a bayonet for one type of rifle over another. They are all sharp pointy things like those your parents told you not to play with because "you will put your eye out!!!"

Correction, sir: my mother always told me "You're not going to be happy until you put your eye out!". As a young kid I was not allowed to have a BB gun, but a Daisy air rifle was OK, until my mother found out that we stuck the muzzle into the wet/moist dirt and shot dirt clods at each other when playing "army". Hell, it was the early 60's and we were bullet, err... clod proof. :)

Sorry to be so off topic.

I loved the way there was this big cloud of smoke/dust when the dirt was dry too! Sort of like with black powder!!!
