Marlin 1894C?

Premium .38 Special ammo comes in boxes of 20 and 25rds and is about the same if not more than 30-30. cheap practice ammo would save you some money.
Sorry. I would chose the 30-30 over .38spl to save my butt.
If magnum ammo is not allowed do they allow hollowpoints?
 
Both guns are mighty versatile, especially if you can make your own ammo.

If you don't, I'd probably opt for the 1894C. Because of the low recoil and report, especially so using the 38's it would be easier for younger members of your family to put it to good use in an emergency.
 
You might also look into a Puma 92 in .357/.38. In my experience, the Puma handled .38 better than the Marlin.
 
i am in a urban/surban area; eg outside of 2 metro areas
and have a 30-30 10+1 26" winchester classic and a 45 colt 10+1
carbine and a 357 10+1 marlin.

if i was going to stay in place during a crises and could have but
one rifle it would be the 357. even if limited to 38 (and/or +P)ammo.
what with houses being not to far apart and winding streets, how many shots past 200' will you even be able to sight in?
the marlin cyclees 38's and 357, even when mixed, flawlessly
and re-loading is rather necessary if ammo type (and quantity) is restricted.
 
I'd choose the 1894 myself over a 30-30 in a 336 unless you are planning on hunting with the rifle. The 1894's are just so handly and quick pointing. I have heard similar things about 38spl wadcutters and the 1894.
