Chaim, I think you may be right, and I think its a slight shift in public perceptions (leftists here may shrill about the dangers of firearms post DC Sniper, but Ma and Pa Average Marylander remember the fear and wishing they could do something about it; throw in 9/11 and there ya go)
plus fiscal realities.
At some point, with Maryland's budget woes, don't you think they will want to a) get rid of the stupid and expensive ballistic fingerprinting program? and b) rake in some of those CCW fees?
I think a combination of the two could lead to the very scenario you describe....
