I am currently a resident of TN with a valid CCW permit. I will be moving to SC next year and am seeking information about the CCW transfer process to another state. I have looked at the relevant laws on the SC website and read the permit application etc. It sounds as if I have to take another class to qualify for SC which makes no sense to me.

I am under the general impression that most states will approve a transfer of a CCW permit and drivers license as long as the previous ones are surrendered and the applicant has an address in the state of application. It sounded as if you had to be a resident of the state for less than 90 days to transfer the license, but must be a resident of the state for more than 90 days to transfer the permit.

Does anyone knowledgable about this have any insight or advice? Thanks.

Barr, perhaps you're confusing drivers licenses and concealed weapons permits. There's national recognition of drivers licenses by all states but that's not true of concealed weapons permits.

South Carolina has reciprocity with a limited number of other states but that's different from recognition.

I am talking about both types. TN does have reciprocity with SC and vice versa for permits. I am fairly certain they would have recognition as well, but I am not completely sure.

There is no transfer of a CCW, regardless of reciprocity or not. SC does require proof of training, but that can be from a previous class in TN, military training or military DD-214, etc. Bottom line is that you may or may not need to take a CCW class. If you are becoming a permanent resident of SC, I recommend taking the class just to become familiar with the SC laws.

Unfortunately, you must take the class in SC. The application fee is $50, plus the cost of the class, plus 10 for fingerprinting. You will also need a recent photo (approx 1" x 1"). I moved from NC with a valid permit, but once you are no longer a resident of that state, the permit is invalid. You must establish residency here, at which point you can take the class and apply for your permit. You will have to visit the sheriff's office in the county you are moving to in order to get the application. You can inquire with them about the 90 day rule (I waited the 90 days, but I don't know that I had to). I can also give you the name of a great instructor here (if you are coming to York County).

Regarding your driver's license: You will need your birth certificate or passport, TN Drivers license, ss card, insurance info, your marraige license if you are married, since your wife's name on her birth certificate is probably different from her SS card and TN drivers license. The 90 day rule does not apply to drivers licenses, however, you must have a SC address (w/proof of residency). The best way to establish residency is to pay property tax on your vehicles.

From SC Law:

SECTION 23-31-210. Definitions.

(5) “Proof of training” means an original document or certified copy of the document supplied by an applicant that certifies that he is either:

(a) a person who, within three years before filing an application, has successfully completed a basic or advanced handgun education course offered by a state, county, or municipal law enforcement agency or a nationally recognized organization that promotes gun safety. This education course must be a minimum of eight hours and must include, but is not limited to:

(i) information on the statutory and case law of this State relating to handguns and to the use of deadly force;

(ii) information on handgun use and safety;

(iii) information on the proper storage practice for handguns with an emphasis on storage practices that reduces the possibility of accidental injury to a child; and

(iv) the actual firing of the handgun in the presence of the instructor;

(b) an instructor certified by the National Rifle Association or another SLED approved competent national organization that promotes the safe use of handguns;

(c) a person who can demonstrate to the Director of SLED or his designee that he has a proficiency in both the use of handguns and state laws pertaining to handguns;

(d) an active duty police handgun instructor;

(e) a person who has a SLED certified or approved competitive handgun shooting classification; or

(f) a member of the active or reserve military, or a member of the National Guard who has had handgun training in the previous three years.
SLED shall promulgate regulations containing general guidelines for courses and qualifications for instructors which would satisfy the requirements of this item. For purposes of subitems (a) and (b), “proof of training” is not satisfied unless the organization and its instructors meet or exceed the guidelines and qualifications contained in the regulations promulgated by SLED pursuant to this item.

I have had the 8+ hour training course in TN, but it did not cover SC law so it sounds as if I will be retaking a class.

I think I know what I need to plan on doing now.

Thanks for the replies.

Barr,
If your moving to the Columbia area, check with the Columbia PD. They offered a class for free years back. That's where I took mine. Go to SLED out on Broad River Rd. and get your fingerprints done for free.
On a side note, I work at USC, and was in a class one day while they were instructing newly graduated teachers to come in and get State Certification to teach. The dept. had a fingerprint technician coming in to fingerprint each prospective teacher, AT A COST OF $75 EACH :what: All I could think was, if they were only gun nuts, they would know where to get it free!

I brought this up to a SLED officer and to a CPD officer a few years ago about me having a CCW permit... I was a Police Officer with the CPD from 89-90 plus I am a current member of the SC Army National Guard. I have been through numerous courses involving firearms safety along with knowing the SC code of Laws involving firearms. My question is this... do any of you living is SC have a good instructor that I can contact to get certified... was attempting not to have to take the course but that is not the case since you have to have had a SLED certification within the past 5 years for police officers
