Open carry min age in ky

Ok folks of cyber land here is a question for you. I have been doing a little studying up on the "OPEN CARRY LAWS". I am doing this for my son and his best freind. Both are under age 21 so there goes CC. But I was informed by them that they could open carry at the min age of 18. I have looked on openarry.com and it seems to match up but I am still on the leary side. So my questions are as follows.

1. Can a person under the age of 21 legal carry a loaded handgun?
2. Where can I find rock solid info to back it up?

I think they would be continually stopped and harassed, though.

One state I know of can, I think its Vermont. You dont need a liscence to CCW either. KY has always let 18 yo carry long guns, but I dont think they let them CC, especially since they cant buy one. I believe they have to be with a legal guardian over the age of 21.
