Powder shelf life

It has been brought to my attention by one of my customers that the government is making the powder now that has a shelf life of about 5 years and after that the powder is no good. Can any one shed some light on this subject. My understanding about powder is as long as you keep it cool and dry it never goes bad. I think it is a way for them to keep us from stock piling our ammo. Has anyone heard anything about this. It is bringing concern from my customers.
 
About 10 years ago or so, there was a proposal to do this, along with adding taggants to powder. There was no physical way it could be done and still ensure that the powder wouldn't go bad right away, so the whole shelf life/taggant idea went away.

Your customer needs to change his tinfoil hat.
