Questions about purchasing a handgun as a gift for someone

I've decided I'm going to get my ex-girlfriend/current lover a handgun for Christmas. She's gone shooting with me a few times and she really enjoys it. She's been telling me how she'd like her own gun and I think it'd be great if she did. I've decided on the Star BM 9mm for her.

The reason for this post is because I have a few questions.

She recently turned 20. From my understanding, here in Oregon you may own a handgun if you're under the age of 21, but you may not purchase one. So, if I buy it and give it to her, that should be fine, right?

Another question, what else is required for me to do when I transfer ownership of the firearm? Has anyone else given a gun as a gift?
 
If the law indeed allows ownership of a firearm under the age of 21, then yes, you can give her a firearm as a gift. You just cannot buy it for her and then have her pay you the money. That would be considered a "straw purchase."

Go to www.packing.org and review the laws for Oregon. I found this section: http://www.leg.state.or.us/ors/166.html that may answer your questions. In any event, you should read the law carefully and get a legal opinion if you are still not sure. Reading the text above is somewhat confusing but it appears that she can certainly "possess" a handgun. "Owning" it may be the issue that has to be clarified.

If your girlfriend wants to get a CCW, I recall reading here that the different county Sheriffs' have different views and attitudes about issuing a CCW permit even though a person meets the quals for a license. Multnomah County may be very different than the City of Portland. But she must be 21 to get a CCW.
 
Yeah I think I might need to phone the sheriff's office and ask for their interpretation of the law. She's not gonna carry so we dont need to worry about that, she just want a gun of her own to go shootin with.
