I will be loading 9mm 115gr Ranier for IDPA through a Glock 17 w/reduced (02) power recoil spring. I will be using Bullseye w/Winchester primers. If anyone has a good recipe for this combo please advise.

You already picked out all the components and powder for the load. You will have to use as much powder as needed to make major power without exceeding the max pressure. IMO that won't happen easily with Bullseye. Using a 115gr bullet that means the min velocity will have to be 1435 fps. You might want to rethink using such a light bullet and go to a much slower powder like Longshot, Power Pistol or HS-6.
 
Check the powder manufacturer's website. They'll have reloading data.
If none is listed for the powder/bullet combo, then the they don't recommend that combo.
 
Hammer head, I am assuming you will be competing in the SSP/ESP class which requires 125 power factor (CDP requires 165) - http://www.ccidpa.org/idpa-power.html

SSP/ESP - To meet 125 power factor:
For 115 gr bullet, 1087 fps is required
For 124 gr bullet, 1009 fps is required
For 125 gr bullet, 1000 fps is required

115 gr Speer GDHP 1.125" OAL CCI 500 Bullseye 4.7 (1,144 fps)

115 x 1144 = 131,560 (need 125,000)

This is the max load for 115 gr jacketed bullet and you need to adjust the starting load to meet the 1087 fps requirement at the same 1.125" OAL.

Many use heavier 124/125 gr bullets to reduce the felt recoil for faster follow-up shots (double-tap). Some use even heavier 147 gr bullet with slower powder for even more control.
