I have a Rem 700 VS 22-250, 26" matte blue barrel, HS black, grey web stock, with a VariX III 6.5-20 scope. Rifle has 200rds through it, comes with 250 cases+100 loaded rounds. Was offered to me for $1000, and I'm gonna take it out for a test drive this week:) Price sound fair?

If it is in good condition, sounds fair to me. A new VS SFII runs about $1000...then the scope new would run at least $400-$500.

Yeah, the rifle looks like new, but can't be compared to the new SFII

I have the exact same scope and it was $450 new and that was around 1998 or so. The buy a Leupold eqivalent today would most likely cost several hundred dollars more. Now the 700VS like you have there with the HS stock has not been available for a while now. If the 100 rounds are quality reloads that shoot well that is a real plus as is the 250 brass cases. The deal sounds resonable to me.
