Should military power be subordinate to militia/civilian power?

I understand that in most countries (aside from military dictatorships) that the military is under the control of the civilians.

Also in my understanding we have this in the USA because congress and the president control the military and are therefore the "civilians" that the military is under the control of.

Does anyone else think that, however, the civilians of a nation and/or their militia should have arms sufficient to overthrow tyranny (of their own government)?

I know that we way outnumber the military, but could we actually attempt to overthrow the current gov't if necessary with only semi-auto while the military has the most advanced weaponry in the world?

I'm not the most versed in the politics/legality of this situation, but I think about it often.

Any insight would be great!
