I don't know if Mythbusters has busted this, but when I was taught gun safety at day camp about 45 years ago, I was taught that bullets shot at water at a low angle can skip water just like a stone. If true, there's every possibility that bullets fired at the water will wind up down range.

They absolutely do, at a shallow angle they skip of water dirt, and even loose sand. horribly dangerous, you can hear them skipping in the vid, stupid idea.

Yes, water has a high surface tension (Google it). A bullet hitting the water at a low angle will skip. In fact, humans hitting water at a low angle will skip, for example, a wake boarder or someone flung out of a speeding boat.
