Tracing Old Firearms

I have a friend who used to be an FFL about 20 years ago. When he closed his shop and retired he sent his 4473s to the BATFE. He has a certified mail receipt that they were signed for.

Twice he's been contacted for trace information asking him if he had other business records he could look through (invoices, sales records etc.) as they couldn't locate his 4473s.
 
They lost the set of 4473's and my bound books I sent them when I closed my home shop.
 
Isn't there supposedly a law keeping them from using "electronic filing"
I've heard that before but honestly don't know. If it's true then linking a gun to a FFL would be nearly impossible without help from the manufacture.
Just like the laws about the Secretary of State not keeping her work emails on her personal server? :evil:
