The problem seems to be that we, the gun owners, better understand the regulations because we are more interested in them.

The BATF is mostly staffed by your typical government employee, low on drive and education, high on sick leave.

Faced with ever more confusing and even conflicting legislation, they are making conflicting and contradictory rulings.

Someone needs to write to the BATF and suggest that they set up a single point of contact for all firearms related issues, all responses should be approved by the same office, and stored in a central database in the same way as the "FAQ" section found on many government websites.

Right now they are disjointed and poorly organized.

So, we have two letters from the same branch that completely contridict each other.
No. As one of my professors was fond of saying about the RTFQ rule of exams: Read the *Fabulous* Question! One letter is about altering existing preban mags to fit different guns. The other is about using post-ban mags with a different caliber--the retention of use in the originally-designed pistol is irrelevant there.

"Honest, Your Honor, I was just carrying my screwdriver and wrench down to the bike rack! They aren't deadly weapons!"

"Sorry son, there's a body in the graveyard that says they WERE deadly weapons. Since the jury found that you were arrested with the dead man's wallet, money, rings and watch in your possession, you get the weapons enhancement for first degree murder during the course of a felony robbery, because you used at least one deadly weapon during the course of your crimes."

How you *use* it makes a difference. The second letter deals with post-ban magazines. Plug 9mm into it, and it *becomes* a standard-cap manufactured after 9/13/94 and if you're not LEO, the silly law makes you a felon.

Frankly, there is some advantages to them being disjointed and poorly organized. They could be a real PITA if they ever really got their act together other the wrong person.

I think I work pretty darned hard and as for education, well, I told myself if I learned anything useful as an undergrad I'll be back for grad school, but that didn't happen.

I don't have much sick leave, either.
