    No, it is written in a misleading way. You have to take a course in one form or another and the association is just another possible institution able to give a course.

    For signal pistols (boat or plane owners) there are other courses than for sport shooters. These allow you buy signal pistols. Policemen can as far as I know get a paper which is accepted. Ex-soldiers do not qualify. They need the "Waffensachkundeprüfung".
