Look at the action slide lock. Pushing the slide forward manually to simulate recoil, this lock moves out of the way so you can work the action. Your lock is malfunctioning, probably stuck in the unlocked position.

.327 Federal Magnum calls for a .312 dia bullet. Those Plinkers are .308 dia. You are .004 undersize, hence the no neck tension on the case and most likely poor accurracy. Use the proper bullet dia for the task at hand.
What does the cost of the gun have to do with the cost of the accessories? Would you rather have paid $350-400 for a real 870 and then add another $100 for a stock?
Think of the Pardner as getting a real good deal on an 870 and then spend what you saved on the accessories you want.
I have the same setup on my Mossberg 500 w/heatshield. I too noticed that the heatshield does not close as tightly, but it feels solid. I haven't shot mine yet either, so hopefully we'll both get an answer soon.
+1 on the Hogue. I have the short LOP stock and forend on my Mossberg, as well as the forend on my Hawk 982, which also has the Hogue pistol grip that comes with the Mesa Tactical M4 stock.
