    I hate to say it, but I'd be a big fan of tightening this part of the law. Any court-ordered therapy is a disqualifier. Just like any court-ordered anti-stalking (i.e. restraining order) is a disqualifier. It would have to come with some sort of framework for reinstatement (or sunset)...

    After you glued a block of pages together (pre cutting), you could probably use a router to hollow out the middle. While tedious, I'd use a slow setting glue and a brayer (rubber roller) to get it on every page. Then use two cawls and clamps to keep everything really tight while the glue...
