Indawind and JimKirk have it. Same thing was happening to me when the spent primer was sticking to the decap pin on an RCBS Pro2000. I filed the end of the pin so it wasn't so wide at the end and the problem disappeared.

Wanna change calibers? Might take a couple minutes. If you get the RCBS die plates, it might take 10 seconds or so.
Wanna change primer sizes back and forth? I dunno...a couple minutes.
I really don't know why...
Like J2FLAN said, look for obstructions in the primer tube first. Particularly since it seems like you're just starting on it. Possibly packing material or something similar in the tube.
