i disagree, in general terms, a bolt action should always be more accurate than a single shot, because the 2 piece stocks used on single shots arnt as ridgid as the one...
dont know the current goin price, but the savage 219 in 30-30 sounds good for what you want, my buddy inherited one, and it shoots pretty well, in 1960 they sold new for $37.50, so i cant imagine they get much for them now, only possible downside is there is no way to attach a scope.

i agree, weatherby over winchester. the neck on the winchester is much to short for a magnum cartridge, and if you use bullets over 180 grs it goes into your powder space. but the 110gr sierra hp is very imusing on ground hogs

as was stated, the garand NEEDS the M2 load to function properly, in a shtf, it would be harder to find the a box of any old 303's, but a springfield or 1917 enfield would be good, 2nd easiest cartridge to find (after .22lr) and again, any 30-06 will work, i would go with a bolt gun

dont know the make, but im thinking its auto ordinance. duhnams sells them for arround a thousand. my paps buddy bought an origional full auto in the 70's, ohh the good old days, when you could get a full auto w/o the ATF breathing down your neck...
