This was my test shots for my ar15 .223, 55gr Hornady boat tail bullets, using various loads of XBR powder. While using sandbags at 100 yards. All the brass was annealed and of the same lot numbered were used. The top right was my best charge at 24.0 gr.

While using the powder measure, and you feel a slight hang/change in the feel while dumping the charge into the case you are cutting a grain of powder in half which will make that charge +\- different.

I’ve had both old and newer ones. From time to time I’d have to take it apart and clean and lube it.
Check the center bolt/nut for tightness, it should take alittle effort to move it.
With it lubed and tighten the movement should go away.
Do you have the dark colored press or the orange colored. On the darker one it has an adjustable bolt on the backside to take up the slack.

Got my Primer Catcher yesterday.

I'd let it soak in a five gallon bucket of vinegar for a few days. It will eat any rust or old grease off the press.
It will take about 4 days to clean the rust off. After washing off with clean water, dry off and re-lube the press. I found this method on YouTube, it works.
Try using the bipod with a small rear sandbag. With my 16" AR, I use front and rear sandbags. I had similar problems using just the bipod even with a mid-level scope.
RCBS makes a "Swager Tool-2" that opens up the primer pocket, without removing any brass.
Used on a single stage or turret press. It processes both large and small primer pockets.
After processing a lot of brass you will know what needs to be processed.
