I bought a 45-70 (1895GBL) last year and had to send it in for repairs due to improperly cut rifling. While no gun should need sent back new out of the box, I must be fair to say they were easy to work with, if perhaps a little slow (probably all the other Marlins getting sent back at them)...

Keep in mind that it could certainly (and correctly) be argued even by a public company that restricting sales to LE/gov in these states along with the rest of the industry might be necessary to ensure continued volume of sales to the civilian markets from which most of their profits come.
