Could it be that the 1/16" groove you're seeing is the groove where the little shield is supposed to be?
Even without the shield in place, 40 rounds should not erode the top strap that much.
I am not as familiar with the scandium models so I could be wrong about the erosion part.

Conventional wisdom says don't trust anything below 4" in bbl length. My opinion (and that's all it is) is that the 3" guns can run and run well. I do think that with them you run a higher risk of having some teething issues, but it's better than it was in the past.

Within those distance parameters I would go with a red dot of some sort. Which one depends on your cost limits. A Burris fast fire would be a good option for such a small rifle and they are reasonably priced at $225-$250.
