What is this rust looking substance on my chrome-lined barrels?

Several of my rifles / shotguns have this look to the chambers - all of the ones with this look are chrome-lined.

What is this? Is it rust?

It looks like something that could have been used to thread the barrel into the receiver, like a brazing or some kind of heat mark. It will not come off scratching with a dental pick. The posted pic is of a Winchester SXP Shotgun (with chromed bore). Also noticed it recently on a brand new SCAR at Cabela's.

What's the deal?

Odds are it's a preservative coating of some sort.* It should come off with solvent. I can't speak exactly for the SPX, but I own several of its precursor, the venerable 1300, and the barrel extension (with the locking lugs) isn't chrome plated, just the chamber and bore. That might be rust in the pics, but it doesn't look like it to me.
