Yes.

But if I order online, I usually order enough to make the HazMat spread enough to not matter. So on a sleeve of 5000 primers, $20 HazMat fee becomes $4 to bring primer $22.80/1000 shipped. If you don't need that much, ask around and do a group buy.

Dang to bad we can't get them in New York
My read is:
Restrictions that May Apply:
X
Cannot Ship
  • P.O. Box when shipping to the United States (a physical address is required)
  • APO/FPO addresses
  • Massachusetts
  • International addresses
  • District Of Columbia
  • Hawaii
  • United States Territories
  • Alaska
  • New Jersey
Must Ship
  • Standard Express when shipping to the United States
My last understanding was reloading components including powder and primers were not a problem under the NY SAFE Act. Then too I have not lived in NY since around the GCA of 1968. The above are shipping restrictions regarding Cabela's. I don't see a mention of NY?

they were not allowed before the safe act. i read something that ammo my now be allowed but no proof even so most venders won't ship anyway.

Powders and primers shipped to New York are allowed. I just received 8lbs of powder and 3000 primers 2 weeks ago. New York City, I’m not sure about because I don’t live there. I have ordered from Cabelas, Midway and Midsouth numerous times. Ammo can be orderred online, but many retailers don’t know that part of the law was contingent on the ammo background check being functional, which it’s not. There are a few retailers that will ship ammo to NY.

Troy, Target sports USA out of Ct will ship right to your door in NY. Hers the link on their site about the Memo of Understanding regarding ammo sales. I personally never have ordered any because I reload my own, but they ship to NY and are not bashful about doing so. They are the only one I can remember at the moment.

a list of the retailers would be nice, is there a list any where on online.
Best I can suggest is a simple phone call to Cabela's and ask. My understanding was Cabela's will ship all reloading components to NY. As to a list I don't know but the restrictions I posted were taken today and NY was not in there. Heck a phone call takes a few min and your primers will likely be on their way.

Well that went well. I just bought 5,000 more large rifle primers to add to the mountain I already have, Not bad with two day free shipping a $20 hazmat so four bucks on the thousand and about $7 in local taxes, I should have used some of the Cabela's bucks I had but let it ride. Eventually the local gun library will have something I want. I have bought and used the S&B primers before and then shoot fine. Will have to see if they get some small rifle primers anytime soon.

Interesting, I wouldn't think they could do 2 day ground. (last I heard primers have to go ground)
Still good price, shot lots and lots of S+B SPs, will miss them.
