The appropriations bill, that passed the house, includes the following language in section 436

"None of the funds made available by this Act may be used to issue a permit for the import of a sport-hunted trophy of an elephant or lion taken in Tanzania, Zimbabwe, or Zambia. The limitation described in this section shall not apply in the case of the administration of a tax or tariff."

This might belong in another forum, but since it's related to hunting, and several here have made the trip to Africa (and I'd like to one day as well), I figured it would be a good place to post it.
 
So, is this a way around saying “we won’t license” by saying “we won’t pay for the people who award licenses to work here issuing licenses?”

I don’t get it.
 
My reading of it is that you won’t be able to bring your trophy back into the US

And you’re correct, the mechanism they use to keep you from doing it is not funding the licensing
