In the cold and drearly light of day, the answer to that question stands there, big as life and a couple of times as ugly, as that old saying goes.
Ms. Stevens is guilty of at least a couple of crimes under Illinois laws.
The handgun in her possession was likely not properly registered to her. She also lacked that Holy of Holies, The FOID Card.
Additionally, it looks like she is also guilty of federal charges, at the very least, possession of a firearm with destroyed, obliterated or altered serial number(s).
Fair enough, she is an adult, so let her sleep in the bed she made for herself.
Each and every possible charge should be laid against her, each prosecuted with the utmost possible force and vigor, and for anything that the lady is actually convicted of, she should get the maximim sentence, such sentences to run CONSECUTIVELY. After all musn't justice be served? Also, given her way, how would she and her "co-religionists", those who worship at the Church of The Anti Gun, view some miscreant, hardly with the milk of human kindness, I thing, and even if they felt differently, I find myself suddenly short of milk.

They are two different things. The FOID card (mine reposing in my wallet, with the same picture as my driver's license and the one on the wall of the post office
) is just some kind of retarded ID card for gun owners, useless for anything except being an annoyance when buying ammo or etc. It accomplishes nothing more that the also-mandatory background checks do already. And Indiana, right next door, where I was born & raised, doesn't apparently suffer any lapses in civilization from not having FOIDs.
And, as you mention, the effaced serial numbers are a federal matter, unrelated to the FOID. The diffference is that the serial number law might actually be helpful.

. . . but yes, she's going to get pounded for the FOID and serial number issues unless she rolls over on the shooters, which I believe she'll probably do after she's done piously protesting that it'll NEVER happen.

Oh, and if anyone's wondering, there's no point in writing "under protest" in Latin across the bottom of your picture when you apply for your FOID. They just cut it off and issue the FOID anyway.
