I have a TC Venture in 7mm08, i tried 3031,4831, 4350, H380 and settled on 4064. My best groups are about 1 inch to 1.25 inch at 100yds off sand bags. I have had better luck with near max loads in H380 and have settled on 42.5g of 4064 with the Rem 140 gr spire point flat base core loct. bullet. i shot 100 hornady 139g BTSP and was not satisfied. the 140 rems are flat base. a poster suggested i try flat base bullets,and it looks like he was onto something.
are you shooting boat tails?
on bullet weight if i wanted to shoot 120 gr or 130 gr bullets i would have purchased a different caliber. I think 140g is about perfect for deer, if i changed bullet weight i would go heavier to 150g .
overall my rifle will shoot 1.5 to 2 inch groups with H380 , but it does best with the 4064 at 39 and 42.5 respectively. i settled on the 42.5 g for a lttle more velocity as i could not differentiate these two loads by group size.
I have read that varget was very good in 7mm08, i could not find any when i was working up my pet load .
Good luck, some rifles are a challenge, I would think you should be able to duplicate a Win factory load!! Lyman folks may be able to help if you ask them.
