Can a lower marked "Pistol Only" become an SBR?

I'm not sure I want to SBR my RRA LAR9 pistol just yet, but I've been thinking about it now that I have my first SBR approved :).

Since the lower already has the words "Pistol Only" engraved by the factory, can it still be registered as a SBR?

The only reason to engrave "Pistol Only" on an AR lower is to extract more $$$ from an unknowing buyer.

Federal law requires that frames and receivers be transferred as "Other Firearms" on the 4473. They cannot be transferred as Handgun or Long Guns even if they can only be built as such.
 
It has the same meaning as "Law Enforcement Only" and "No User-Serviceable Parts Inside", in other words none.

I am not quoting law but I have converted two pistols into SBR's via the proper forms and approvals.

It is my understanding that a pistol can become a rifle, a rifle cannot become a pistol. I have not dug into that too much because I have no need or use to ever make a rifle a pistol.

Pistol ---> Rifle (and back again) = all normal "GCA" type firearms. No NFA registration needed.

Rifle ---> Pistol OR SBR = NFA Title II registration required (Form 1 to "make and register" a Firearm made from a rifle.)

Pistol, or bare receiver --- > short-barreled rifle = NFA Title II registration required (Form 1 to "make and register" a short barreled rifle.)
