Texas10MM, it won't work UNLESS you run a bullet seater/CRIMP die in 1 die. That is the ONLY way it can work. Because you have to put it in the next station, not the station it is intended....It cannot work, without a shadow of a doubt using powder check and a 4 die system as intended...
Your load at 3.8 grains is just fine with that bullet. Clean off the chrono's sensors. Its not working. If you shoot a lot, you really don't need the chrony. You can judge by recoil what is harsh, what is light, compared to factory ammo, pretty easily.

The answer is "no" they don't. Variations in 50-100 FPS do not matter much at all at pistol ranges, using same bullet. Using different bullets, same everything else, the Point of impact can move dramatically.
I have a 750. I would not buy one if you already have a 650. Few reasons why.
You cannot run a powder check and auto bullet feeder with 750 without sever modification to your setup, that you will have to do yourself. The powder bar is directly inline with the bullet feeder tube on the 750...
