The most accurate 22 I own is a Stevens Favorite with a bulge in the barrel about halfway down. In this case the bullet is apparently not damaged at the bulge and it has enough barrel left to engage the rifling.

Not law, but some FFL's will not transfer if the address is not correct on the license or other photo identification for probably any number of reasons that may not make sense to you or I. Their choice.
In answer to your direct question I don't know. Here in Arizona if my FFL receives an antique firearm sent to him fron any source for transfer he will go through the 4473 and background check. He may be being overly cautious. But he believes that the sender is the deciding entity in determining...
