For the passed several years, whenever I bought a new scope, it's been a Leupold. They have clear optics, are tough, lightweight and good looking, and have a great warranty.

I seriously doubt that they would chase you down and spray you. Have you thought about using an air rifle as apposed to an air pistol. There are rifles available that should have enough power to dispatch a skunk.
Either the chamber or muzzle type laser boresighters work equally well. Laserlyte's Kryptonite green laser boresighter is more easily seen in bright light and at longer ranges, like 100 yards, than the standard red laser boresighters. Generally though, boresighting can be done at about 25 yards...

I wouldn't go with just one ring. That wouldn't be secure enough. B-Square make extension rings for .22s with grooved receivers that provide 3/4 inch of extension.
I also agree that the .30-30 in sufficient for black bear, especially with the 170 gr bullets. Shot placement is the most important factor for a quick kill, followed by bullet weight and bullet construction.
