I believe you may have a problem with case length (.308 is standard action and .243 is short action), so you may be limited there. No bolt face changes needed, although you may have to check your stock for fit.

You should cut along the diameter of the barrel (as dfariswheel said)... cut it right where the receiver and the barrel meet, and I believe it is a small cut, about 1/8".

GO gauge and NO-GO Gauge are specific to the caliber you are testing... some are interchangeable though. It is easier to buy them as you need them, keep them lightly oiled when not in use or they will rust.

Since you said "Best" and not "best for the value" you can always get a high-end Anshutz.
But for the money, I actually prefer a Ruger 10/22 or CZ 452... both can shoot better than I can, and the Ruger can be upgraded with better barrels/bolts/stocks as my skills go up.
