This is what your site alignment should look like and as was previously stated. FOCUS ON THE FRONT SIGHT TIP Proper site alignment is when the clear front site tip is centered both verically and horizontally in the rear site aperature.
I'm assuming you mean off hand shooting for this question. Each shooter is different and you have to find what works for you. Like you said some come from the top down, others bottom up..some like to go from side to side. You have to accept your wobble area. Nobody holds the sights perfectly...

No offense taken, I had to do that myself though when I was recalled. I could not take my weapons with me so I called the BATF on how I could legally ship them for storage. That's the answer they gave me. I'm sure I could research it and find the exact law for it. However you're right in...
Usually it's machinegunners, snco's, officers, corpsmen, pilots and tracked vehicle crewman that are issued pistols. However situation dictates what is carried.
