Stopped by my local Sportsmans Warehouse located in Woodbury, MN yesterday and was greeted by a large green "Store Closing" banner. I was told that all stores in Minnesota are closing. The clerk didn't know the extent beyond Minnesota, but I would assume there are more.

You might try soaking it in Sea Foam/Marvel Mystery Oil or even motor oil for a few days. There's probably enough detergent and and additives to loosen the Birchwood up so it could be removed with laquer thinner.

You're paying quite a bit xtra for the "tactical" version. It sounds like your intent is to put a scope on the rifle for target/varmit shooting. If that's the case I'd look to a non tactical configuration with flattop with a 20 inch or longer barrel and no front sight.
