Looks like a polishing on your feed ramp is in order too.
Every 1911 I have ever owned has gotten this treatment after the first 100 rounds.
It also appears that you are not crimping enough.
Give your die about 1/16 of a turn down to sqeeze a little more of the flair out of those case...

I guess I'm a little too OCD when it comes to handloads to use a progressive press.
I drop the powder and seat the bullet immediately.
For me, this prevents squibs or double charges.

Light loads will cause your rifle to short-cycle.
When you find a good load, your spent brass will be in a nice, neat pile three feet away at 2:00, and your rounds will all be "in the black".

But back to your origional query: NONE of my books list either 4895 powder OR 160 grain cast projectiles for the 7.62x39 cartridge.

Try five rounds at a time and work up from your starting load.
39.7 is a relatively light load but should still function your rifle.
A lot of folks use 4064 in their M1a's with good results.
Check the M14 forums for quality info.
.45acp- cast 230grain, 5.3 grains Unique.
30-30- cast 150 grain, two throws of the powder handle (10.6 grains) Unique.
