It's actually Syrian. It says "Republic of Syria" in the third picture and then... something about defense? Can't make sense of the bottom line, but I would imagine it's some ministry of defense.
While I know you meant no offense, I do think it is in poor taste to make light of such a serious situation. Fantasizing about getting "free access" to those kinds of arms ignores the bloody struggle that the Libyans undertook to acquire them. I wouldn't even post this response on some other...
147 grains. Once I get my 9mm can, I will practice pretty much solely with 147 grain anyway, I have read many favorable things about modern 147gr 9mm hollow points, and I plan on using the can for home defense (might as well protect my hearing as well as my life).
Major Malfunction recently posted this on Silencerforum - it's a comparison between most of the major .22 suppressors out there right now on a P22:

I do not own multiple 357 revolvers, so I cannot necessarily make comparisons, but I find my 4" Ruger GP100 very easy to shoot with full 357 loads. It's weighty yet balanced and I find the stock grips to be quite nice.
Am I the only one who likes his P22?
Anyway, worst - A Mas 49/56 converted to .308 by century. Sold it for a loss and was happy. Fired a couple times without jamming. Maybe. I would like to find one of those rifles in the original caliber if I ever take up reloading.
Best - I love my Glock 19...
I would just like to add that you may want to look at a Walther PK380. It's a locked breech short recoil design so it's even milder than a "normal" blowback .380. The slide is very easy to manipulate as well.
Drooling over an M11. Not too interested in FA rifles - really like subguns. The PMR 30 is too cool not to own. I need a .22 Sparrow from Silencerco, though... I guess my list is like this:
1. M11/M10 in 9mm
2. .22 Sparrow (though I may get this before the subgun)
3. PMR 30
4. Still thinking...
