Spend the money you would use on refinishing to bed the action, modify the trigger, free float the barrel etc. You're rifle will have much more profit from those modifications.
It doesn't matter, milled receivers were made because of the inability to produce the designed stamped receivers in the late 40's early 50's. Some countries continued to produce them this way as it requires less machinery.

The Ruger and Buckmark will give you way better accuracy and an unlimited better amount of value for money. Unless you consider CCW with the P22 of some sort. But really, if you don't have a P99, the Ruger and Buckmark are a far better choice.
I'm uncomfortable with the fact that most bullpups force me to shoot with my non-dominant eye. Or in general don't leave the option of shooting with both sides (as I do with all other rifles).
If it's only for the stated purposes, then I'd say .223, for the cheapness. Out of a good bolt action rifle it'll do everything you want it to do. .243 would be my choice if you plan on doing anything bigger with it. If you go with the .223, just take a bolt action rifle with an intermediate...
