Plenty of refineries in the Bay Area. In fact, Contra Costa County passed a local .50 BMG ban in [2003?] because they were afraid that terrorists would buy .50 BMG rifles and poke holes in refineries. Errr, something like that, anyway.
As I understand this, (WARNING: hypothetical approaching) if I have a Florida CCW, and the person standing next to me is a Florida resident also with a Florida CCW, they would be allowed to legally carry in California but I wouldn't.

Well, if they're worried about people "spraying bullets from the hip," they should REQUIRE all long guns to have a pistol grip, as the spraying-bullets-from-the-hip method of marksmanship is inherently less accurate.
