What about change systems? In Germany we have the same problem like you in Sveden with a limited number of handguns. But you can buy change systems with the same or smaller caliber without problem. e.g. if you buy a Heckler&Koch Expert in .40 S&W you can buy a Expert 9mm change system, USP...
