For a duty rifle it's an easy decision, get the Colt. I utterly hate the 6940 but given only those two options it would be the choice. If you can add a third option of a 6920 and add the rail and sights of your choosing that would be the way to go.

Chrome lining or meloniting is two ways to the same end and is cheap to do. A rifle without it is just cutting corners(other than types of rigs where it's not beneficial)
For .40 it's 180gr for me. I am a fan of heavy and slow. In my experience the lighter the weight in 40 the more muzzle flip you get. My carry round is Gold Dots.
I couldn't believe but mine is also selling the Colt 6920's and Sigs. Never thought I would see the day. It's certainly becoming more popular but they have raised the prices on ammo again and I only expect that to continue as we get close to election time.
Most frames you are going to find are those that are popular to custom build. The mentioned 1911's, Marks's, Glocks, and occationally CZ's. Finding say a Sig frame is going to be very uncommon.
