I would stick as close as possible to the SAAMI acceptable limits. If you are under the range you could run into some issues. Most notably if you are not engaging the throat of the barrel consistently, you are looking at some accuracy issues. Not to mention if the bullet becomes damaged as it...
+1 on the Lee Classic Turret. I started out with this and there is definately some good benefits. Using as both a single stage and turret is a huge plus in a starter press. Also you can pick up multiple turrets and set up multiple calibers as time permits. Then simply plug in a new turrent to...
Sounds like a metallurgy issue. Lead can oxidize but typically it would affect more than just one or two bullets. Sounds like there could be a different metal in there that is causing the oxidizing effect.
I use the RCBS deburring tool. It can debur and chamfer for you.

My suggestion would be to contact the auction house. My concern would be when the purchaser doesn't receive his guns he might contact the auction house and report them missing or stolen. This could cause a report to be filed with the police/atf . If you ever sell those guns or have your books...
Power coating with harbor freight gun and black powder. Great luck here with almost no leading. Haven't tried tumble coating here yet but it's on the list.
I have heard great results with epoxy spray paint as well. Cheap and you don't need any separate gun setup. Just buy the can.
I have bought multiple firearms online both from auction sites and retailers using my Type 03 FFL. Never had an issue. There is an effort and usually involves sending original copies of information and dealing with people who may not know what your local laws may require. It takes time but...
My suggestion would be if you starting out, dont go right to the most expensive setup like a magma caster.
Get a book like Lyman's Bullet Casting Handbook. They discuss every aspect and talk about how to select equipment and molds.
