I have a single stage rcbs press and in the process of finishing my basement it dropped about 5-6 feet straight down on concrete. Is it ruined? How would I go about confirming no significant damage was done to the integrity of the press??

I had issues - very similar to you taking 2 strikes to fire. I also was on a LCT with brand new brass and they likely weren’t seated all the way. Fast forward to my LNL, once fired cases and all was well. I wouldn’t purchase them again, though. Unless the price went down to $30/1000.

If I didn’t already have a Hornady lock n load with all the shell plates and parts, I would buy a Lee 6 pick pro. I still might one day when I have more disposal income but there are other things I could spend $350 on.

When I was trying to do the same thing, I think 4-4.5 is 38 special, then 4.5-5 is plus p range for HP-38. Just make sure you’re using brass with good neck tension. I have older brass that had wadcutters where I had 0 neck tension. A small push and the bullet was all the way in the case.
