Once again, the SLED guidance makes no reference to Resident/Non-Resident, but merely says "Individual." The CWP is left in place for reciprocity with States that recognize the SC permit, but do not have Permitless Carry, such as NC, VA, MI, et. al.
Starting out as a city boy, the first experience I had with firearms was in ROTC in college. My first award was my Expert Rifle badge, shot with an M-14 at Ft Dix. I later qualified Sharpshooter with pistol ( we had Colt 2" Detective Specials)
Perhaps not, but I would bet my pension that SLED consulted the Attorney General's Office before telling Law Enforcement, Statewide, what the law means to them
I posed the question of residency directly to SLED and was directed to their "Constitutional Carry Guidance" document, which was distributed to LEAs in South Carolina. The guidance refers only to "individuals" without reference to residency.
I followed this bill closely and listened, live, to much of the Senate debate. At no time was there any mention of Resident/Non-Resident. All references are to "a person" without qualification.
IANAL, but, yes, that is the intent of this law: that a person not prohibited from possessing a firearm under State of Federal law may transport or carry about their person openly or concealed without a permit.
ETA: applies to any person age 18 or over
There are some states (e.g. VA, NC) that allow open carry, but require a permit for concealed carry. FL has permitless concealed carry but does not permit open carry. FL is one of the 29 that do not require a permit for concealed carry. Most set the age at 18, but some set it at 21.
Yeah, ours is a one and done also. We do have to renew every five years(to maintain Brady List status), but that is just a matter if submitting paperwork,
South Carolina used to require 50 rounds, but, about three years ago, when ammo was scarce, they took pity on us and reduced it to 25. At the same time, they eliminated the fee for the permit (you still have to pay the instructor for the class).
