When is speak of breaking the epoxy off when it is rubber I dont mean to pull the action from the stock .I mean to break the EXCESS epoxy off while it is still rubbery .It will break off nicely at the joint of the wood and the metal .
It is better to have a little too much than too little and have voids . With practise one learns about how much too use with out wasting a lot of epoxy and minimal clean up .Definitely an experience thing . I personally let the excess get a little rubbery and then break it out before it hardens...
If you have the bolt with the extractor in the recess , look at where the portion of the extractor that actually will pull the case out . You do not want modify edge of the extractor that grabs the case . Look above that where the bolt nose blend and the extractor meet .There should be a smooth...

Another alternative to recutting the chamber is to back the barrel off slighty .This may or may not be an option depending on how much torque the barrel is installed with. you will only need to lenghten the chamber about .002 of an inch .

It then sounds like a headspace issue were the chamber is not quite deep enough . You may have luck with a different brand of ammo . Probably chamber is about .002 in too short .
Possiblity headspace is too tight .Or using brass fired from another gun . Or extactor is hitting end of barrel and making it hard to close . Or scope base screw too far into reciever and binding bolt .

Well I fitted a new extractor . The trick is to bevel the bottom of the extactor at a pretty good angle but do not remove material on the portion that will push cartridge to the left . Easier done than explained .
