Scope or red dot sight? I went with the latter (Bushnell TRS-25 on Ultimak rail). The M1 carbine is not a long distance precision tool.

I don't know about loads for the 243, but 100 grain HSM SPBT factory ammo works great in my 1900 series Zoli (Husqvarna). Clover leaf pattern at 100yards.

That's like asking who's your favorite child. Depends on the day. I do have a soft spot for Swedish Mausers (>50), Swiss rifles, and US Garand, M1carbines, and M14.
The TRS 25 micro sight add 3.7 oz to the carbine. The flashlight adds 14 oz not including the barrel mount. So we're talking about 20 oz extra on the carbine. Not negligible, but you need it to absorb all that recoil...;):D
